Prisoners are not born from the womb of a mother but they originate from a deserted or disturbed mind. Tihar jail in adaptance of modern penology, has the main objective to rehabilitate and reintegrate prisoners as responsible members of the society by imparting them with useful employment and self improving skills along with law abiding rules. The reformation package tried out by the Delhi Prison Administration is popularly termed as
"New Delhi Correctional Model", the basic characteristic of which are:-

(a) Bringing the community into the prison.
(b) Formation of self-sufficient community of prisoners.
(c) Participative management.

The correctional programmes started by Tihar are:-

(I) Reformation Through Education:- Tihar established IGNOU and National open center in 1994 to impart academic as well as professional courses to the Tihar inmates. Any illiterate entrant to the prison is taught to write his or her name within eight days.

(II) Jail Factory:- Training is imparted to the convicts so that they acquire skills useful for their rehabilitation, once they are freed from prison. The factory comprises weaving, carpentry, chemical making, paper making, tailoring and baking sections. The uniform clothes of all the prison staff is made on the power looms in the jail factory and stiching is also done in the factory. Bread made in the jail factory is supplied to all 11000 prisoners as part of diet. Biscuits and namkeens made in the bakery unit are getting very popular and are marketed as TJ's special.

(III) Creative Art Therapy:- Creative Art Therapy which is psycho-therapeutic in nature, is used in several settings. In respect to prison setting, as it is done in Tihar prison among the group of 16 - 21 years, therapy serves as a reformatory process in several ways. Firstly and most importantly, it helps the youngsters to express, channelise and ventilate himself. One has to keep in mind that anyone convictedor otherwise exiled from the rest of the world is initially bound to have tremendous anger, aggression, sense of helplessness, hopelessness and emotional problems.

Therefore, by encouraging and promoting Creative Art, the individual is able to release his pent up emotions and realise his worth as "self " having a positive desire of improving himself both consciously and un consciously. In other words, the individual with time is able to better his intra - psychic conflicts as well as interpersonal relationships. The poor self image in the defeated individual will improve with positive reinforcements like appreciations, rerwards etc.
